Ring East
Ring East is the section of the Ring Road that contains four major traffic junctions: Vierarmen, Leonard, Groenendaal and Jezus-Eik.
In 2018, a study identified the bottlenecks, needs and opportunities for the region. How do local residents, traders and others view quality of life and mobility in the neighbourhood? What is the future of this eastern part of the Brussels Ring Road?
The result of the study consists of:
- A number of projects that can be quickly implemented, such as bicycle highways and the Priory Eco-recreaduct. Some of them have already been started.
- Four more complex projects require more time. These are the major traffic junctions Vierarmen, Leonard, Groenendaal and Jezus-Eik, for which a new regional Spatial Implementation Plan (GRUP) is needed. These plans are drawn up via an integrated planning process (GPP).

Planningsprocessen
Om de grote verkeersknooppunten Vierarmen, Leonard, Groenendaal en Jezus-Eik te herinrichten moet de bestemming van sommige van de gronden (landbouw, natuur, industrie …) wijzigen. Daarom is er een gewestelijk ruimtelijk uitvoeringsplan (GRUP) nodig voor elk van deze knooppunten. De opmaak van het GRUP loopt via een geïntegreerd planningsproces (GPP). Tijdens het geïntegreerd planningsproces stellen we de plannen voorturend bij en leggen deze ter inspraak voor aan adviesinstanties, gemeentes, burgers en andere betrokkenen. Per verkeersknoop wordt ook een milieueffectenonderzoek uitgevoerd. Dat onderzoek brengt in kaart welke gevolgen de plannen hebben voor het leefmilieu en de gezondheid van de omwonenden.

What do we want to achieve?
Preliminary draft GRUP
The preferred alternative serves as the basis for the preliminary draft Regional Spatial Implementation Plans (GRUPs), and must be approved by the Government of Flanders. With a GRUP, the government defines the zoning of a particular area. Depending on the designation, certain regulations apply. After the approval of the preliminary draft GRUPs, there will be draft GRUPs. A public enquiry will once again be held into this. Then you are given another chance to have your say.
Impact assessment
By thoroughly studying the alternatives in different impact assessments, we want to find out what their possible impact is on mobility, the surroundings, on society, on the environment and on quality of life. We are working towards one preferred alternative.
Scoping note
In the scoping notes, we bundle the spatial aspects to be studied and the impact assessments to be carried out for each traffic junction, as well as how this is done. The advice and outcome of participation during the start-up phase will be taken into account when drafting the scoping notes.
Processing of public participation responses
The rounds of participation during the public consultation yielded many and interesting ideas. They formed the starting point for the investigation into feasible alternatives.

During the public consultation period, anyone could comment and make recommendations regarding the starting note during a 60-day period.
Starting note
In approving the starting notes, the Government of Flanders fired the starting shot of the integrated planning process for the redevelopment of Ring East.
The notes describe, among other things, the initial research findings, the plan objectives, the plan area and the impact assessment approach. The four planning objectives described will remain the touchstone for assessing possible solutions throughout the process.
Start-up phase
We conducted research into the various planning objectives of the Working on the Ring Road programme: a traffic-safe infrastructure, increased quality of life, multimodal accessibility and landscape incorporation of the infrastructure. We mapped out how to come up with solutions for each of these objectives to make the Ring Road safer, smoother and more liveable.
Online survey and discussion evenings
We launched an online population survey. It surveyed the travel behaviour of local residents and users of the Ring Road, the nuisance caused by cut-through traffic and dangerous points for cyclists, pedestrians and motorists.
A series of discussion evenings was also organised in February 2019, where we engaged in dialogue with various stakeholders and allowed them to give their input.
